ICRCC April Meeting Minutes 2025

IDAHO COUNTY REPUBLICAN CENTRAL COMMITTEE

The regular monthly meeting of the ICRCC was held at the Super 8 Motel in Grangeville on April 15, 2025. The meeting was called to order at 6:02 p.m. by Chairman Vince Rundhaug. 

Roll was taken and 15 members were present. We had a quorum. 

PC Jim Passmore led the prayer and the Pledge of Allegiance was recited. 

There were three additions to the business agenda: PC status report, SRS funding report, and Zoom Committee report. All agenda additions were approved. 

The minutes from the March 18, 2025 meeting were approved. 

Treasurer Patricia Menough gave a report of all transactions and circulated the complete Treasurer’s report for PC’s to read. The complete report will be attached to the official meeting minutes. 

Standing Committee Reports 

Event Planning Committee Report 

Committee Chair Patricia Menough asked committee members to think about the parades coming up this spring/summer in each Idaho County community. PCs need to take the lead with parades in their area. It was suggested we coordinate with our politicians to find out which parade day during the Grangeville Border Days celebrations works best. 

Public Relations & Publicity Report 

Chair Mary Mangold was not in attendance due to being out of town. 

Special Committee – Region 3 Legislative Review Committee 

Idaho County representative on the Region 3 Legislative Review Committee and ICRCC State Committeewoman, Rose Pogue, gave an after action report. Her written report is attached to these minutes. 

Special Legislative Report 

PC Tim Christopherson hand delivered the ICRCC SRS funding letter of support to each of our Legislators in Washington DC. His conversations with the Legislators were not encouraging for the legislation for SRS funding being passed this year. 

Special Committee – Zoom Committee 

Zoom Committee members PC Megan Turner and PC James Zehner (PC Mike Kindrick was not in attendance) reported they had recently attended a meeting at the Search & Rescue building using Zoom technology. The technology worked well; however, all of the equipment needed to carry out the virtual meeting is in place at the Search & Rescue meeting room. Equipment included an Owl camera system, large screen smart TVs and Zoom meeting platform account. The committee requested more time to research equipment options and prices as well as inquiring if the Search & Rescue building would be available for our monthly ICRCC meetings. Treasurer Patricia Menough moved to table the discussion until the ICRCC May meeting. The motion was seconded and passed. 

Local Elected Officials and Other Reports 

Idaho County Sheriff 

Sheriff Doug Ulmer was not present. 

Idaho County Republican Women’s Club 

Club President Patricia Menough reported the group has elected Andrea Soltman as the new Club Vice President. The ICRWC meets the 2nd Monday of each month at the Trails Restaurant in Grangeville and all are invited to attend. 

Senator Cindy Carlson 

Senator Cindy Carlson gave a report on the 2025 Legislative session and handed out a key action summary. Senator Carlson took questions from the Committee and encouraged members to contact her with any questions or concerns. Senator Carlson is also open to participating in Town Hall meetings. 

Unfinished Business 

John Silveria Letter of Resolution to School Levy PC Joe Slichter was not present to give a report. 

Disposition of ICRCC Financials 

PC Bruce Walker moved to allow Treasurer Patricia Menough to move $30,000 to a high yield savings account. The motion was seconded. Following discussion, Bruce amended the motion to allow Treasurer Patricia Menough to negotiate the best rates for a short term investment in either a high yield savings account or CD. The amendment was seconded. PC Jim Passmore moved to amend the amendment to include only high yield savings. The amendment to the amendment was seconded and failed. The amendment to the motion was passed. The motion to allow Treasurer Patricia Menough to move $30,000 to a short term investment and to negotiate the best rates for in either a high yield savings account or a CD was passed. 

Precinct Issues/Vacancy 

Chairman Vince Rundhaug shared a by-laws attendance violation by PC Jim Passmore (ICRCC By-Laws Article III Section 4). 

PC Jim Passmore was in attendance and explained his absence to the committee. PC Bruce Walker moved to give PC Jim Passmore a second chance now that he is aware of the ICRCC meeting requirements. The motion was seconded and passed. 

New Business 

ICRCC Vetting Committee on Candidates of the May 20th Election Chair Vince Rundhaug lead a discussion regarding vetting candidates of the May 20, 2025 election. The time frame is too short to interview candidates prior to this election. The Committee is encouraged to find a person to chair the Search/Recruitment Committee which is not filled at this time. 

Timely/Detailed Review of Financials PC Ken Frei was not in attendance due to spring farming. Treasurer Patricia Menough reported she must follow the regulations set by the Secretary of State. All of the reports Patricia is required to file are public information as part of the SOS Sunshine Report which can be found online at https://sunshine.voteidaho.gov/login. Once on this site, go to File Report Information and enter Idaho County. This website address is also listed on the back of the ICRCC Treasurers Report. 

MVSD 244 De-Consolidation 

ICRCC State Committeewoman, Rose Pogue is working with COPE, a group putting together de-consolidation pros and cons. 

Announcements PC Tim Christopherson moved to move the next meeting of the ICRCC to Tuesday, May 27, 2025 as the regular meeting date falls on Elections Day. The motion was seconded and passed. 

The next meeting of the ICRCC will be on May 27, 2025 beginning at 6:00 p.m. at the Grangeville Super 8. 

Treasurer Patricia Menough moved to adjourn the meeting, seconded and passed. The meeting was adjourned at 8:15 p.m.
