IDAHO COUNTY REPUBLICAN CENTRAL COMMITTEE
The regular monthly meeting of the ICRCC was held at the Super 8 Motel in Grangeville on May 27, 2025. The meeting was called to order at 6:01 p.m. by Chairman Vince Rundhaug.
Roll was taken and 16 members were present. We had a quorum.
Youth Coordinator Tate Manly led the prayer and the Pledge of Allegiance was recited.
PC Megan Turner moved to approve the business agenda as presented. The motion was seconded and approved.
PC Doug Ulmer moved to approve the April 15, 2025 meeting minutes. The motion was seconded and approved.
Treasurer Patricia Menough gave a financial report. The complete report will be attached to the official meeting minutes.
Standing Committee Reports
Event Planning Committee Report
Committee Chair Patricia Menough circulated a sign-up sheet for the Art in the Park event being held on Friday, July 4th and Saturday, July 5th at the Grangeville City Park during Border Days. All PC’s are asked to sign up for at least one 2 hour shift. Chairman Vince Rundhaug volunteered to make sure the ICRCC trailer was at the park for set-up.
Patricia asked committee members to volunteer to take the lead for the parades coming up this spring/summer in their community. Chairman Vince Rundhaug volunteered the use of his trailer for Grangeville Border Days on July 4th and will take the lead for this event, State Committeewoman Rose Pogue volunteered to take the lead for the Kamiah BBQ, PC Bill Stone volunteered for Kooskia Days, and Jim Passmore volunteered for Elk City Days. PC Cory Koole will have his business entry in each community parade and is willing to represent the ICRCC if necessary.
Public Relations & Publicity Report
Chair Mary Mangold gave a report on the ICRCC website usage. Over the past 30 days there were 95 sessions and 212 page views. The highest views were of the home page, precinct leadership, legislative news and the recent town hall event. Mary will continue to post current information on the website, as well as the FaceBook page and encourages PC’s to direct their constituents to the website for current ICRCC news and information. Mary will look into the process for including ICRCC events on the reader board at the Idaho County courthouse as an additional public awareness source.
Special Committee – Region 3 Legislative Review Committee
Idaho County representative on the Region 3 Legislative Review Committee (R3LRC) and ICRCC State Committeewoman, Rose Pogue gave a report on a recent R3LRC meeting held in Lewiston. There are currently 12 members on the committee. The vision is to have legislative review committees in place statewide. The committee would like to increase membership with each county being represented by three people. Anyone interested in being involved should contact Rose for more information.
Local Elected Officials and Other Reports
Idaho County Sheriff
Sheriff Doug Ulmer reported on recent calls noting the summer activity season has begun.
His department is currently working with neighboring counties to secure Lewiston as the site for one the seven newly formed State Dispatch Centers. At this time, 911 calls are routed out of state and then back to the call area. The new Lewiston hub will keep calls in the local dispatch center area. The new jail facility project progress continues. He is working with other entities to secure contracts for required services such as medical care, food services and water/garbage. Idaho County Sheriffs Veterans Ride in Elk City will be held on Saturday, July 19, 2025 and is open to the public. The pre-registration for the vet ride is now open. Veterans receive their dinner, hat, neck gator and koozie free of charge. Any non-veteran is $10/meal ticket plus cost of swag items they want to purchase and pay for them online or submit payment when registering. Idaho County Republican Women’s Club
Club Vice-President Andrea Soltman reported on their meeting held on May 12th. State Representative Brandon Mitchell from Moscow spoke on America250 Idaho. The Idaho Legislature declared 2024 through 2027 as the period of commemoration for America250. The year 2026 marks a significant milestone in American history as the nation celebrates its 250th anniversary. Across the United States, communities are coming together to commemorate this momentous occasion, reflecting on the past, celebrating the present, and envisioning the future. Grangeville Border Days Committee President Scott Winkler was also a guest at the meeting. More information can be found at https://america250.idaho.gov/ . The ICRWC meets the 2nd Monday of each month; however, no meeting will be held during the summer. The next meeting will be held in September.
Unfinished Business
Disposition of ICRCC Financials
Treasurer Patricia Menough to moved $30,000 to a high yield savings account at Umpqua Bank at a fixed 2.75% interest rate with no limitations on account activity.
New Business
Review of Elected Positions PC Jim Passmore spoke on the importance of vetting all candidates seeking elected positions. Discussion followed emphasizing the importance of filling ICRCC leadership positions on the Campaign/Elections Committee, Search/Recruitment Committee and Political Research/Education which are all vacant at this time. Current by-laws outline the responsibilities of reviewing candidates. PC Jim Passmore Volunteered to chair the Campaign/Elections Committee.
Summer State Meeting Chair Vince Rundhaug shared information on the State Republican Summer Meeting being held in Pocatello June 20th -21st. Treasurer Patricia Menough moved to reimburse the four ICRCC members attending the State Summer Meeting up to $500 with presentation of expense receipts. The motion was seconded and passed. The informational packet including Rules & Resolutions will be emailed to PC’s with the meeting minutes.
Past Year Review & Goals for Coming Year
The ICRCC has had a very successful year with multiple town hall meetings and an outstanding Lincoln Day Dinner event being recognized as the best in the state! The success of that event was a result of the hard work of the LDD committee PC & Fundraising Chair Cory Koole, PC Roy Farmer, Public Relations/Publicity Chair Mary Mangold and Event Planning Chair Patricia Menough. Goals for the coming year include: 1. Determining a topic(s) of focus as we move into PR event season in an effort to put out a consistent message and 2. Development of an affective mechanism to recruit conservative candidates in all upcoming elections.

State Republican Summer Meeting will be held in Pocatello June 20 – 21, 2025
The next meeting of the ICRCC will be on June 17, 2025 beginning at 6:00 p.m. at the Grangeville Super 8.
State Commiteeman Jason Hollibaugh moved to adjourn the meeting, seconded and passed. The meeting was adjourned at 8:17 p.m.
