ICRCC March Meeting Minutes 2025

IDAHO COUNTY REPUBLICAN CENTRAL COMMITTEE

The regular monthly meeting of the ICRCC was held at the Super 8 Motel in Grangeville on March 18, 2025. The meeting was called to order at 6:02 p.m. by Chairman Vince Rundhaug. 

Roll was taken and 19 members were present. We had a quorum. 

PC Cam Lucas led the prayer and the Pledge of Allegiance was recited. 

There were no additions to the business agenda. 

The minutes from the January 21, 2025 meeting were approved as no business was conducted at the February 18th meeting with no quorum. 

Treasurer Patricia Menough gave a report of all transactions and circulated the complete Treasurer’s report for PC’s to read. The complete report will be attached to the official meeting minutes. Patricia presented a bill for our State dues. PC Tim Christopherson moved to pay the State dues in full for 2025 and 2026 in the amount of $3,503.98. The motion was seconded and passed. 

Standing Committee Reports 

Event Planning Committee Report 

Committee Chair Patricia Menough asked committee members to be thinking about the parades coming up this spring/summer in each Idaho County community and in which parades we would like to have an entry. 

Fundraising Report 

Committee Chair PC Cory Koole reported on the Lincoln Day Dinner as a Special Committee report. 

Public Relations & Publicity Report 

Chair Mary Mangold was not in attendance due to illness. 

Special Committee – Lincoln Day Dinner Report 

Committee Chair PC Cory Koole and PC Roy Farmer reported on the Lincoln Day Dinner (LDD). The event was a tremendous success both financially and socially with many of those in attendance commenting on the fun they had and already anticipating the event next year!!! One area that needs to be streamlined is the entry process to ensure everyone can get into the event in a timely manner. The guest speaker took additional time, so some of the planned activities had to be scaled back. A written after action report will be submitted to help with event organization next year. Hats off to the LDD committee – Cory Koole, Roy Farmer, Mary Mangold and Patricia Menough for all of their work in organizing an outstanding event! 

Special Committee – Region 3 Legislative Review Committee 

Larry Dunn has withdrawn as the Idaho County representative on the Region 3 Legislative Review Committee. ICRCC State Committeewoman, Rose Pogue, has volunteered to represent Idaho County and is currently working as a committee member. This committee with be meeting once a week during the legislative session to review priority legislative bills and report back to legislators as to how the bills align with the Idaho Constitution and the IDGOP Platform. 

Local Elected Officials and Other Reports 

Idaho County Sheriff 

Sheriff Doug Ulmer was not present; however, a written report was read by Chairman Vince Rundhaug. The report shared the new jail building construction is ongoing with a target completion date of mid-August. Sheriff Ulmer is concerned about the potential loss of Title III money that will most likely not be received this year and how this lack of funding will affect search and rescue efforts in Idaho County. 

Idaho County Republican Women’s Club 

Club President Patricia Menough reported the group has held discussion regarding the deconsolidation of Mountain View School District and the up-coming vote in May. Committee members may contact Patricia if interested in receiving more information. The ICRWC meets the 2nd Monday of each month at the Trails Restaurant in Grangeville and all are invited to attend. 

Unfinished Business 

State Committeeman Replacement 

Treasurer Patricia Menough nominated Jason Hollibaugh for ICRCC State Committeeman. The nomination was seconded and passed. 

Precinct Issues/Vacancy 

Chairman Vince Rundhaug shared a by-laws attendance violation by PC Jim Passmore (ICRCC By-Laws Article III Section 4). PC Mike Kendrick moved to have Chairman Vince Rundhaug draft a letter to PC Jim Passmore explaining the meeting attendance requirements and a copy of the ICRCC By-Laws. The motion was seconded and passed. PC Kim Kivela moved to take from the table the motion related to meeting attendance options that was laid on the table during the January 21, 2025 meeting. The tabled motion: “PC Bruce Walker moved to allow Zoom meeting attendance on an experimental basis for 7 months and then reassess the meeting attendance situation. The motion was seconded. PC Ken Frei moved to amend the motion to allow purchasing the necessary hardware/software not to exceed $500. The amended motion was seconded and passed. PC Glenn Poxleitner moved to table motion. The motion to table was seconded and passed.” 

The motion was seconded and passed. PC Megan Turner volunteered to head a committee to research the needed devices, costs, pros/cons of using Zoom or other platform as a meeting attendance option. PC James Zehner and PC Mike Kendrick volunteered to be on the committee. This committee will report at the April ICRCC meeting. 

John Silveria Letter of Resolution to School Levy PC Joe Slichter was not present to give a report due to illness. 

New Business 

Hillsdale College 1776 Curriculum PC Susie Heckman moved the ICRCC write a letter is support of the Hillsdale College 1776 curriculum as the best means of teaching K-12 grades U.S. History and Civics and encourage all school districts in Idaho County to adopt and use the valuable and free resource. The motion was seconded and passed. 

Securing Rural Schools Funding PC Susie Heckman moved the ICRCC write a letter to Idaho’s Legislators encouraging them to reauthorize SRS funding and find a long term funding solution. The motion was seconded and passed. PC Tim Christopherson will hand deliver the ICRCC letter to our Legislators while he is in Washington DC in late March. 

ICRCC Financial Possibility 

Chair Vince Rundhaug asked the committee to consider the possibility of purchasing a 2-sided billboard to be placed on private land on Highway 95. The ICRCC could use the billboard space for republican messaging during the election cycle and rent the billboard space during other months. The cost would be approximately $26,000 plus set-up expenses. 

Announcements ICRCC members will be receiving an email regarding LD7 By-Law changes. Members are encouraged to vote. 

Filing deadline for elections is March 21, 2025 and Election Day is May 20, 2025. 

The next meeting of the ICRCC will be on April 15, 2025 beginning at 6:00 p.m. at the Grangeville Super 8. 

PC Megan Turner moved to adjourn the meeting, seconded and passed. Meeting was adjourned at 8:25 p.m.
