IDAHO COUNTY REPUBLICAN CENTRAL COMMITTEE
The regular monthly meeting of the ICRCC was held at the Super 8 Motel in Grangeville on December 17, 2024. The meeting was called to order at 6:00 p.m. by Chairman Vince Rundhaug.
Roll was taken and 20 members were present. We had a quorum.
PC Jim Eckwortzel led the prayer and the Pledge of Allegiance was recited.
There were no additions to the business agenda.
The minutes from the November 19, 2024 meeting were approved as corrected.
Treasurer Patricia Menough gave a report of all transactions and circulated the complete Treasurer’s report for PC’s to read. The complete report will be attached to the official meeting minutes.
Standing Committee Reports
Event Planning Committee Report
Committee Chair Patricia Menough reported there are only two raffle tickets left for purchase keeping us under the $5,000.00 limit for reporting purposes. She and Mary Mangold, Public Relations & Publicity Chair, have been working together to ensure all raffle ticket purchases are recorded properly.
Fundraising Report
Committee Chair PC Cory Koole reported on the Lincoln Day Dinner as a Special Committee Report.
Public Relations & Publicity Report
Chair Mary Mangold reported her work the ICRCC website (idaho.idgop.org) and the online option for purchasing ICRCC Beef Raffle tickets. Mary has been assisting Treasurer Patricia Menough with recording raffle ticket purchase information. Mary also will have an online ticket purchase option on the website for the Lincoln Day Dinner event. As per Mary’s previous email to the ICRCC, a group photo will be taken at the conclusion of the meeting. Contact Mary with information to be included on the website and shared with the public.
Public Relations & Publicity Report
Committee Chair PC Cory Koole reported on the Lincoln Day Dinner Committee progress. All PC’s have been emailed the event flyer and the list of area businesses. Everyone needs to contact the businesses they signed up to visit or contact Cory if help is needed. It was agreed to sell only 20 tables and sell the remaining tickets individually or as couples. Once 20 tables have been sold, ticket sales will be discussed and adjusted as needed.
PC Roy Farmer reported Senator Cindy Carlson has agreed to be the back-up speaker for the Lincoln Day Dinner in the event Attorney General Raul Labrador is unable to fulfill his speaking obligation.
Treasurer Patricia Menough reminded PC’s to write the purchaser’s name and address on all tickets sold for the Lincoln Day Dinner. This information is needed for reporting purposes.
Local Elected Officials and Other Reports
Idaho County Sheriff
Sheriff Doug Ulmer will be setting up a Citizen Advisory Group to discuss the implementation of License Plate Readers being placed at the entrances to Idaho County. Sheriff Ulmer explained the usefulness this information can provide to law enforcement; however he also recognizes the concerns citizens may have. He emphasized nothing has been installed/done at this time. The cost of the 4 camera systems needed would be covered through grant funds.
Idaho County Republican Women’s Club
Club member Patricia Menough reported she has been elected as the new ICRWC President. The group meets the 2nd Monday of each month and all are invited to attend.
Unfinished Business
Beef Raffle Drawing Sheriff Doug Ulmer drew the winning ticket. Larry Dunn will be notified that his name was drawn. The ICRCC thanks Ken & Jackie Frei for their generous donation!
John Silveria Letter of Resolution to School Levy Public Relations Chair Mary Mangold drafted a letter in response to John Silveria’s request for the ICRCC to urge our state legislators to propose a bill eliminating the property tax levy for school funding and replacing it with an equivalent source of funding. PC Glenn Poxleitner moved to table this discussion. The motion was seconded and approved.
New Business
Precinct Issues/Vacancy Chairman Vince Rundhaug reported ICRCC members, who have missed three consecutive meetings, have been contacted as required by ICRCC By-Laws: PC Betty Cloninger and State Committeeman Jim Chmelik. PC Ron Buck and PC Ted Schumacher have submitted their resignations.
PC Kim Kivela-Kalmukos moved to remove Jim Chmelik as the ICRCC State Committeeman. Motion was seconded and passed. PC Kim Kivela-Kalmukos nominated PC Glenn Poxleitner for the position of ICRCC State Committeeman. Nomination passed.
PC Glenn Poxleitner moved to table the discussion regarding PC attendance. The motion was seconded and passed. This issue will be addressed following the State Winter meeting with updated meeting attendance regulations and zoom attendance possibilities.
Conference Stipend State Committeewoman Janessa Pogue moved to reimburse ICRCC members traveling to the Winter GOP Conference in Boise $300 each. The motion was seconded. PC Joe Slichter moved to amend the motion to $500 each. The motion was seconded and passed. The motion to reimburse ICRCC members traveling to the Winter GOP Conference in Boise $500 each passed.
State Committeewoman Replacement
State Committeewoman Janessa Pogue recommended her mother, Rose Pogue, be her replacement as ICRCC State Committeewoman. This will be further discussed at the ICRCC January meeting.
Hillsdale 1776 Curriculum
Sue Kinner shared information on the Hillsdale 1776 Curriculum. Sue and a group of concerned citizens are working to have this curriculum adopted in School District #244. A petition was circulated if PC’s wished to sign. A copy of the information flyer will be sent out with the meeting minutes.

The next meeting of the ICRCC will be on January 21, 2025 beginning at 6:00 p.m. at the Grangeville Super 8.
Youth Coordinator Tate Manly moved to adjourn the meeting, seconded and passed. Meeting was adjourned at 8:28 p.m.
