IDAHO COUNTY REPUBLICAN CENTRAL COMMITTEE
Meeting Minutes August 19, 2025

The regular monthly meeting of the ICRCC was held at the Super 8 Motel in Grangeville on August 19, 2025. The meeting was called to order at 6:00 p.m. by Chairman Vince Rundhaug. 

Roll call 18 present, we had a quorum

Last month meeting minutes approved 

No Changes to agenda 

Treasurer report: checking account $23,148.88 open balance, no income, $610.72 expenses, end balance $22,538.16 Money Market acct: open bal 30,125.37 plus interest gave us ending balance $30,194.97 Grand total balances: $52,733.13 Note: Umpqua bank on 9/1 acquired by Columbia Bank. 

Standing Committees: 

Event Planning: had discussion on Lincoln Dinner. Jason Hollibaugh to take the lead on getting a speaker and venue/date secured. Cory Koole will continue with table sales, Patricia Menough to handle the funds of the event. 

Campaigns/Elections-draft from JC Passmore on Candidate Screening. Here is revised vetting questions: 

 Y/N 1. Does the candidate want an ICRCC endorsement? (Or currently have one?) 

 Y/N 2. Is the candidate a registered Republican currently residing in Idaho County? 

 Y/N 3. Has the candidate been historically registered as a republican? If so, where? 

 Y/N 4. Why is the candidate a Republican? 

 Y/N 5. Will the candidate adhere to the Idaho State and County Republican platforms? 

 Y/N 6. Will the candidate agree to a background check? 

Motion to adopt made by JC Passmore on 1-6 Election Screening questions 2nd the motion by Cam Lucas. The motion passes unanimous. Jim to identify candidates that have filed and a committee to help Jim needs to be formed with no volunteers at this time. 

Public Relations-Mary Mangold not present 

Special Committee: James Zehner Zoom Committee Motion passed to purchase a laptop computer/HDMI cable at Staples. Computer price range from $449-499 

Local Elected Officials and other reports 

AG Raul Labrador is running for Re-election 

Sheriff Doug Ulmer-working on jail, preparation for block work, electronics on order, dispatch system/team up with other counties to help get grants/hopefully paid for by the State, estimate finishing in January 2026. Crime stats up(non-Idaho residents) narcotics arrests off the charts 

Republican Women’s Club report-on hiatus until Sept. 

Unfinished Business 

ID County Fair Booth coverage discussed, Joe Slichter has parade truck/float 

Vacant Precincts: Greencreek, Glenwood, Joseph Plains, Lowell, Pollack. Also Youth Coordinator position still vacant 

New Business 

Chairman Vince reminded Pc’s of Newcomers list that was attached to last month’s meeting minutes email 

Region 3 Legislative Committee Rose Pogue a report 

Scott Perrin, Cottonwood, Precinct #1 gave a presentation on a proposed Ballot Initiative Resolution as follows: 

WHEREAS Idaho is a Constitutional Republic, not a democracy; 

WHEREAS the initiative process is often driven by emotion and impulse rather than legislative scrutiny of greater thought and reason; 

WHEREAS the current initiative to gather signatures in Idaho can be controlled by 5 of the 44 counties, 

NOW, THEREFORE LET IT BE RESOLVED BY THE IDAHO COUNTY REPUBLICAN CENTRAL 

COMMITTEE, that legislators in District 7, consider amending current Idaho code 34-1805 to include “no more than 10% of the signatures can come from any one county”. 

Explanation: populated areas are 18 out of 35 legislative districts which only represents 5 of the 44 counties. This resolution to limit the 5 biggest counties from controlling the # of signatures, forces more counties to be involved 

Motion: PC Roy Farmer made a motion to accept Scotts proposed resolution. Motion 2nd by Cam Lucas 

Discussion: Rose Pogue made a motion to amend the resolution to reduce the 10% to 5% of signatures from any county, PC Kim Kalmukos 2nd the motion and the amendment passes. Original Motion passes with the amendment of 5%. 

Grocery Tax Initiative signature drive at Nez Perce, Idaho County and Adams County fairs. Motion by Patricia Menough to consider grocery tax initiative that was initiated by other county central committees. PC Kim Kalmukos 2nd the motion. After discussion, a vote was taken as follows: Supporting the petition as a committee: 5, Opposing the petition as a committee: 9. Petition for signatures fails. 

Announcement 

Idaho County Fair Wed, Aug 20th to Sat Aug 23rd 

Next Meeting to be at Super 8 on Sept 16th 6:00 pm
