ICRCC July Meeting Minutes 2025

IDAHO COUNTY REPUBLICAN CENTRAL COMMITTEE
Meeting Minutes July 15, 2025

The regular monthly meeting of the ICRCC was held at the Super 8 Motel in Grangeville on July 15, 2025. The meeting was called to order at 6:00 p.m. by Chairman Vince Rundhaug. 

Roll was taken and 15 members were present. We had a quorum. 

PC Cam Lucas led the prayer and the Pledge of Allegiance was recited. 

PC Megan Turner moved to approve the business agenda as presented. The motion was seconded and approved. 

PC Cam Lucas moved to approve the June 17, 2025 meeting minutes. The motion was seconded and approved. 

Treasurer Patricia Menough was not present. Her submitted financial report was given by Secretary Susie Heckman. The complete report will be filed with the official meeting minutes. 

Standing Committee Reports 

Campaign & Elections Committee Report 

Chair Jim Passmore gave committee members a draft proposal of a checklist form for receiving and maintaining an ICRCC endorsement. Members are asked to review the draft and prepare questions and suggestions for future discussion. 

Public Relations & Publicity Report 

Chair Mary Mangold circulated a sign-up sheet, created by Event Planning Chair Patricia Menough, for manning the ICRCC booth at the Idaho County Fair. PC Glenn Poxleitner suggested members fill the Thursday, Friday, and Saturday late afternoon and evening shifts first as those are the days/times with the majority of attendance. PC Bruce Walker and Chair Vince Rundhaug volunteered to set up the booth on Wednesday evening. 

Special Committee – Zoom Committee 

Zoom Committee members PC Mike Kindrick and Megan Turner (PC James Zehner was not in attendance) reported they had met with Ted Lindsley, owner of the Super 8, and were informed the meeting room is currently equipped with the screen and projector needed to accommodate a zoom meeting. The ICRCC would only need to provide a laptop computer and a Zoom account. PC Megan Turner will look into purchasing the loptop. The ICRCC has previously authorized this purchase not to exceed $500. 

Local Elected Officials and Other Reports 

Idaho County Sheriff 

Sheriff Doug Ulmer was not in attendance. 

Idaho County Republican Women’s Club 

On hiatus until September. 

Unfinished Business 

Summer Events 

PC Bill Stone represented the ICRCC in the Stites Day parade. PC Jim Passmore is working on an entry for Elk City Days on August 8th. PC Joe Slichter has again volunteered the use of his pickup and trailer for the Idaho County Fair parade on August 23. 

Rules & Resolutions 

Chair Vince Rundhaug shared information on the rules and resolutions that were voted on during the State Republican Summer Meeting held in Pocatello June 20th -21st. 

PC Vacancies Chair Vince Rundhaug has received official resignations from Cottonwood #1 PC Debbie O’Neil, Lowell #20 PC Betty Cloninger, and Pollock #21 William Widner. The openings have been published and can now be filled. 

PC Bill Stone moved to nominate Scott Perrin for the position of Cottonwood #1 PC. The motion was seconded and the nomination passed. Scott accepted the nomination. 

Chair Vince Rundhaug encouraged PC’s to reach out to potential PC candidates and work to fill the ICRCC vacancies. PC Joe Slichter suggested we develop a job description that could be given to interested volunteers. Public Relations & Publicity Chair Mary Mangold has been working on this information and will forward it to Vince. 

New Business 

IDGOP Resources & Training 

Chair Vince Rundhaug previously emailed the IDGOP Resources & Training information to the committee for review. Training topics were discussed and Vince will request information on the topics selected which included Grassroots Tactics-Voter Contact, Volunteer Recruitment & Retention, Volunteer Recruitment Planning, Finance 101, and Candidate Prospecting. 

2025 Newcomer List 2025 

Chair Vince Rundhaug shared a list of newcomers who have moved into Idaho County in the past year. The list will be sent out to the ICRCC with the meeting minutes. Vince encourages PC’s to make contact with those who have moved into their precincts. 

Announcements

Chair Vince Rundaugh was asked to be the Parliamentarian at the LD6 meeting in Troy regarding the censureship of Representative Lori McCann. The vote to censure failed 17/22. 

The next meeting of the ICRCC will be on August 19, 2025 beginning at 6:00 p.m. at the Grangeville Super 8. 

PC Megan Turner moved to adjourn the meeting, seconded and passed. The meeting was adjourned at 8:09 p.m.
