IDAHO COUNTY REPUBLICAN CENTRAL COMMITTEE
The regular monthly meeting of the ICRCC was held at the Grangeville Senior Center on January 21, 2025. The meeting was called to order at 6:10 p.m. by Chairman Vince Rundhaug.
Roll was taken and 19 members were present. We had a quorum.
PC Doug Boggan led the prayer and the Pledge of Allegiance was recited.
There were no additions to the business agenda.
The minutes from the December 17, 2024 meeting were approved.
Treasurer Patricia Menough gave a report of all transactions and circulated the complete Treasurer’s report for PC’s to read. The complete report will be attached to the official meeting minutes.

Event Planning Committee Report
Committee Chair Patricia Menough reported on the Lincoln Day Dinner as a Special Committee report.
Fundraising Report
Committee Chair PC Cory Koole reported on the Lincoln Day Dinner as a Special Committee report.
Public Relations & Publicity Report
Chair Mary Mangold reported her work the ICRCC website (idaho.idgop.org). Mary has all the information on the website for the Lincoln Day Dinner event as well as an online ticket purchase option. Additional report included with Lincoln Day Dinner Special Committee report.
Special Committee – Lincoln Day Dinner Report
Committee Chair PC Cory Koole and PC Roy Farmer reported on the Lincoln Day Dinner (LDD) Committee progress. Eighteen tables have been sold to date, as well as some couple/individual tickets online. All PC’s have been emailed the event flyer and the list of area businesses. Everyone needs to contact the businesses they signed up to visit or contact Cory if help is needed. Treasurer Patricia Menough reminded PC’s to write the purchaser’s name and address on all tickets sold for the Lincoln Day Dinner. Public Relations Chair Mary Mangold is assisting Patricia with recoding ticket information. Mary has also emailed donation forms to PC’s. A form needs to be completed for each donation received and turned in to Patricia or Mary for reporting purposes. The LDD Committee has been meeting regularly organizing details and all PC’s are encouraged to become involved in helping to make the event a success. Cory and Roy will be available after the meeting to visit with everyone who wants to volunteer to help with the many tasks that will need to be done.
Special Committee – Region 3 Legislative Review Committee
Chairman Vince Rundhaug informed the committee he has appointed Larry Dunn to represent Idaho County in the Region 3 Legislative Review Committee. This committee with be meeting once a week during the legislative session to review priority legislative bills and report back to legislators as to how the bills align with the Idaho Constitution and the IDGOP Platform.
Local Elected Officials and Other Reports
Idaho County Sheriff
Sheriff Doug Ulmer reported the Title III money will most likely not be received this year. He shared how this lack of funding will affect search and rescue efforts in Idaho County. Helicopters and jet boats are routinely needed to in the rugged terrain of Idaho County, making search & rescue efforts costly.
Idaho County Republican Women’s Club
Club member Patricia Menough reported the group meets the 2nd Monday of each month at the Trails Restaurant in Grangeville and all are invited to attend.
Unfinished Business
State Committee Woman Replacement
PC Cam Lucas nominated Rosella Pogue for ICRCC State Committee Woman. The nomination was seconded and passed.
Precinct Issues/Vacancy
PC Bruce Walker moved to allow Zoom meeting attendance on an experimental basis for 7 months and then reassess the meeting attendance situation. The motion was seconded. PC Ken Frei moved to amend the motion to allow purchasing the necessary hardware/software not to exceed $500. The amended motion was seconded and passed. PC Glenn Poxleitner moved to table motion. The motion to table was seconded and passed.
John Silveria Letter of Resolution to School Levy PC Joe Slichter presented a letter from John Silveria requesting the ICRCC urge state legislators to clarify the Legislative Compliance with Idaho’s Constitutional Mandates on Property Qualifications for Voting in School Elections. PC Joe Slichter moved the ICRCC draft a letter of support. The motion was seconded and passed. Public Relations Chair Mary Mangold will draft the letter.
New Business
House Bill No. 1 PC Ken Frei moved for the ICRCC not to support House Bill No. 1. This Idaho Parental Choice Tax Credit legislation provides for a refundable tax credit up to $9,500 for a parent or guardian that incurs qualified education expenses for an eligible student. “Qualified expenses” include but are not limited to kindergarten through twelfth grade tuition and fees related to attending a non-public school, tutoring, taking assessments used to determine college admission, costs for textbooks, curriculum, and transportation costs for the purposes of receiving academic instruction. It also means a micro school or learning pod that provides academic instruction. The motion was seconded and passed.
Winter GOP Conference Chairman Vince Rundhaug gave a report on the Winter GOP Conference. Out-going ICRCC State Committee Woman Janessa Pogue submitted a written report.
Idaho County Women’s Republican Club Donation
ICRCC Treasurer Patricia Menough moved to give the ICWRC a donation of $500 for the club’s help with the Lincoln Day Dinner (LDD) silent auction and event registration table. The motion was seconded and passed. The ICRWC will also be donating 5 gift baskets to the LDD silent auction.
Announcements
Three State GOP Announcements have been emailed to the ICRCC members.
Brent Winters, Common Law Author, American geologist, Bible translator, common lawyer and teacher of comparative law will be giving a presentation at the Hearthstone Bakery in Kamiah, Sunday 1/26 at 2:30 p.m.
Chairman Vince Rundhaug will be out of town from 1/31 – 2/11.
The next meeting of the ICRCC will be on February 18, 2025 beginning at 6:00 p.m. at the Grangeville Super 8.
PC Doug Boggan moved to adjourn the meeting, seconded and passed. Meeting was adjourned at 9:10 p.m.
