ICRCC- August Meeting Minutes 2024

 IDAHO COUNTY REPUBLICAN CENTRAL COMMITTEE 

The regular monthly meeting of the ICRCC was held at the Super 8 Motel in Grangeville on August 20, 2024. The meeting was called to order at 6:02 p.m. by Chairman Vince Rundhaug. 

Roll was taken and 24 members were present. We had a quorum. 

Youth Coordinator Tate Manley led the prayer and the Pledge of Allegiance was recited. 

Chairman Vince Rundhaug presented a letter from PC Bruce Walker, giving his proxy vote for tonight’s meeting to Sue Kinner. Proxy vote was approved. 

The business agenda was approved as presented. 

The minutes from the June 16, 2024 meeting were approved. 

Treasurer Patricia Menough reported the ICRCC bank balance was $27,827.65 as of the end of July. 

Standing Committee Reports 

Event Planning Committee Report 

Chair Patricia Menough reported the Idaho County Fair booth plans are going well. The sign-up sheet was passed around as there are still a few spots available if anyone would like to volunteer. 

Fundraising Report 

PC Roy Farmer reported his progress on the Lincoln Day Dinner fundraiser. He handed out a contact sheet to each committee member asking them to identify potential donors in their area. This contact list needs to be completed and returned to Event Planning Chair Patricia Menough by September 15th. Roy also prepared a first draft of the event flyer asking for input on final details. Anyone interested in helping with this event, please talk with Roy. 

Public Relations & Publicity Report 

Chair Mary Mangold reported she continues her work the ICRCC website – idaho.idgop.org and the ICRCC FaceBook page – Idaho County Republicans. All information on both platforms is up to date. Contact Mary with information to be included and shared with the public. 

Special Committee Reports 

Ranked-Choice Voting 

PC Roy Farmer informed the committee RCV is now officially being referred to as Proposition 1. With the election quickly approaching, time is of the essence to educate voters in our county. Roy moved the ICRCC host a series of Town Hall meetings allocating $150 for each meeting location to cover fixed costs. The motion was seconded. PC Megan Turner moved to amend the motion proposing a special committee be formed to coordinate the Town Hall meetings. The amended motion was seconded and approved. The amended motion for the ICRCC to host a series of Town Hall meetings, coordinated by a special committee, with the ICRCC allocating $150 for each meeting location to cover fixed costs was approved. PC Megan Turner will chair the committee. 

PC Ron Buck moved to include a straw poll on Proposition 1 as an activity at the Fair booth. The motion was seconded and approved. Ron has the supplies needed to conduct the poll. 

Local Elected Officials and Other Reports 

Idaho County Sheriff 

Chair Vince Rundhaug reported for Sheriff Ulmer. The new jail foundation has been poured and building will begin soon. 

Idaho County Republican Women’s Club 

Club Chair Cherylyn Kerley reported the ICRWC has a Proposition 1 event set for September 8th beginning at 2:00 p.m. at the Grangeville Senior Citizen’s building. PC Megan Turner moved to give the ICRWC the $150.00 the ICRCC allocated for the Town Hall meeting for the Grangeville area. The motion was seconded and approved. 

The group is sponsoring an Essay Contest with a $500 award each for 13-15 year olds and 16-18 year olds. 

The State meeting will be held September 13-14, 2024 in Caldwell, Idaho. Cherylyn is working to schedule a presentation from the Pacific Justice Institute for their October meeting. The group meets the second Monday of each month at noon at the Trails Restaurant in Grangeville. 

Mountain View School District 

At the request of School Board member Larry Dunn, Roger Kenyon informed the ICRCC the value statement that Larry Dunn proposed at the last School Board meeting did not pass. Roger is asking the ICRCC to support the value statement and the effort to keep DEI out of our school systems. PC Roy Farmer moved to place a 3 x 5 ad for $800 in the Idaho County Free Press (ad content to be determined). The ad will run once on the week before the next School Board meeting. The motion was seconded and passed. Everyone is encouraged to attend the next School Board meeting on September 19th, at Clearwater Valley High School beginning at 5:30 to show support. 

Unfinished Business 

ICRCC Financial Status 

Treasurer Patricia Menough reported the new ICRCC EIN# has been received, but there is still an issue with the bank she is working to resolve. Patricia asked permission to purchase a Square reader for visa card transactions. This would be a $59.00 expense. The purchase was approved. 

Summer Events 

  • Idaho County Fair Parade Entry – State Commiteewoman Janessa Pogue reported PC Joe Slichter will have the float trailer and decorating supplies at the St. Mary’s church parking lot at 7:00 a.m. on Saturday, August 24th. Everyone is welcome to help prepare/decorate the float and join in the parade. As of meeting time, Cindy Carlson, Charlie Shepherd, Skip Brandt, Brad Higgins, and Kathy Ackerman have confirmed they will be participating. PC Megan Turner shared the “swag” purchased for the parade and the Fair booth. This event came in under budget! 
  • Idaho County Fair Booth – this was discussed earlier with the Event Planning Committee Chair Patricia Menough’s report. 
  • Kamiah BBQ Days – PC Cam Lucas moved to approve an expenditure of $30 for the ICRCC booth space during Kamiah BBQ Days. The motions was seconded and passed. 

ICRCC By-Laws Change 

At the July 16, 2024 ICRCC meeting, PC Bruce Walker moved to amend the ICRCC by-laws allowing the current President of the Idaho County Republicans Women’s Club (ICRWC) to be a non-voting member of the Idaho County Republican Central Committee (ICRCC). The motion was seconded and passed. Following the procedure outlined in ICRCC by-laws (Section IX, Item 3), Secretary Susie Heckman sent written communication to the members of the ICRCC serving as the 30 days advance notice of the amendment to be voted on at this meeting of the ICRCC. Patricia Menough moved to accept the addition to the ICRCC by-laws. The motion was seconded and passed by a 2/3 majority vote. 

New Business 

Spam Email 

Chairman Vince Rundhaug discussed the spam email that has been sent to members of the ICRCC on his behalf. 

Adams County Republican Central Committee Proposal 

ACRCC Chair Keith Markley spoke to the ICRCC asking for support of a proposed establishment of a special exploratory committee under the authority of IDGOP to determine the best way for the IDGOP to establish a legislative analysis committee to assist legislators with information during the legislative session. A copy of his letter will be sent out to the ICRCC members for consideration. 

Goldback Currency 

PC Bill Widner asked the ICRCC to support legislation making gold and silver legal tender in the state of Idaho using the Goldback. Bill will email information to the committee about the program for discussion at a later meeting. 

Political Signs 

Chairman Vince Rundhaug will be ordering “Trump/Vance” signs on August 21st. Vince took orders from each committee member. PC Kim Kivela-Kalmukos moved to have Chairman Vince Runhaug order 60 small signs at $5.00 each and 5 larger 4×8 signs at $40.00 for a total expenditure of $500.00. The motion was seconded and approved. Vince will let everyone know when the signs arrive. The ”Vote No on Prop #1” signs will be provided free of charge. 

Announcements 

Chairman Vince Rundhaug has forwarded 3 GOP Newsletters to the Committee. 

Dorothy Moon has ordered “Vote No on Prop 1” T-shirts for members to wear while working in the Fair booth. 

The next meeting of the ICRCC will be on September 17, 2024 beginning at 6:00 p.m. at the Grangeville Super 8. 

PC James Zehner moved to adjourn the meeting. The motioned was seconded and passed. The meeting was adjourned at 9:01 p.m.
