The regular monthly meeting of the ICRCC was held at the Super 8 Motel in Grangeville on June 18, 2024. The meeting was called to order at 6:01 p.m. by Chairman Vince Rundhaug.
Roll was taken and 23 members were present. We had a quorum.
PC Ron Buck led the prayer and the Pledge of Allegiance was recited.
Chairman Vince Rundhaug presented a letter from our Youth Coordinator, Tate Manley, giving his proxy vote for tonight’s meeting to PC Kim Kivela-Kalmukos. PC Roy Farmer moved to accept the request. The motion passed.
PC Doug Ulmer moved to accept the minutes from the May 29, 2024 meeting. The motion was seconded and passed.
PC Roy Farmer made a request to add a discussion of ICRCC By-Laws to the Agenda. A motion was made by PC Doug Ulmer to accept the changes to the agenda. The motion was seconded and passed.
Treasurer Patricia Menough reported the ICRCC bank balance was $30,163.69 as of the end of May. She also reminded PC’s to submit their paperwork for reimbursements. Patricia will be working with Chairman Rundhaug to ensure the ICRCC is in compliance with all state financial regulations.
PC Roy Farmer moved to add Standing Committees to the approved agenda. The motion was seconded and passed with a 2/3 majority vote.
Special Committee Reports
Delegate Committee Report
Committee Chair PC Cory Koole reported on attending the Idaho Republican Convention as a delegate. PC’s Roy Farmer and Kim Kivela-Kalmukos also shared their convention delegate experience. Discussion followed on the importance of educating voters about the dangers of Rank-Choice Voting as it will be on the November ballot.
Elected Officials Report
Idaho County Sheriff Doug Ulmer gave an update on the new jail. The recent rain has stopped construction.
Idaho County Republican Women’s Club
Club Chair Cherylyn Kerly reported there would be no meetings for the summer. The club currently has 18 members.

1. Event Planning – Patricia Menough volunteered to be Chair. PC Roy Farmer volunteered to take the lead for the Lincoln Day Dinner and will put together a working committee for the event.

4. Public Relations & Publicity – Roy Farmer made a motion nominating Mary Mangold to Chair this committee. The motion was seconded, passed and Mary accepted the Committee Chair position.

Summer Events
Art In The Park
Event Planning Committee Chair Patricia Menough informed the group that the ICRCC will have a booth at the Art in the Park event during Grangeville Border Days, July 3rd – July 6th. She passed around a sign-up sheet asking for volunteers to take a shift in the booth.
Grangeville Border Days Parade
PC James Zehner made a motion to have an Idaho County Republican float in the Grangeville Border Days Parade on Friday, July 5th. The motion was seconded. PC Cam Lucas moved to amend the motion to include an additional parade entry on Saturday, July 6th. The motion to amend was seconded and failed. The motion to have an Idaho County Republican Float in the Grangeville Border Days Parade on Friday, July 5th passed. The parade begins at 2:00 p.m.
ICRCC Goals
The groups discussed potential goals for the next two year session. Ideas included legislation, town-hall meetings, precinct meetings and fundraising. The importance of educating voters on what Rank-Choice Voting (RCV) really is and the dangers it imposes will be a priority. PC Roy Farmer and Jim Chmelik will put together a presentation on RCV for the July meeting.
2024 November General Election
Plans focused on getting voter information out electronically through FaceBook and the website. Purchasing bill boards and ads were also discussed.
ICRCC Financial Status
Chairman Vince Rundhaug attended a meeting at the State Convention regarding financial compliance. He will be working with the State and Umpqua Bank to make sure our EIN# and bank account information is correct and up to date as outgoing Treasurer, Kim Kivela-Kalmukos, is taken off the account and incoming Treasuer, Patricia Menhough, is added as an authorized signer on the account with Chairman Rundhaug.
ICRCC By-Laws
PC Roy Farmer discussed the importance of all PC’s being familiar with the ICRCC By-Laws and keeping them up to date. The PC’s will review the By-Laws (last up-dated May 2023) and changes/additions will be discussed at the July meeting.
Announcements
PC’s and Officers were asked to make sure their contact information is correct on the Contact List. Any changes can be given to Chairman Vince Randhaug or Susie Heckman, ICRCC Secretary.
Updates were given on the re-organization meeting and election of officers for Legislative District 7 and Region 3. Chairman Randhaug provided the current officer list that is attached to these minutes.
The next meeting of the ICRCC will be held July 16, 2024 beginning at 6:00 p.m. at the Grangeville Super 8.
PC Cory Koole moved to adjourn the meeting. The motioned seconded and passed. The meeting was adjourned at 8:07 p.m.
