ICRCC- July Meeting Minutes-2024 

REVISED VERSION POSTED 8/12/24:
The regular monthly meeting of the ICRCC was held at the Super 8 Motel in Grangeville on July 16, 2024. The meeting was called to order at 6:05 p.m. by Chairman Vince Rundhaug. 

Roll was taken and 22 members were present. We had a quorum. 

State Committeeman Jim Chmelik led the prayer and the Pledge of Allegiance was recited. 

Chairman Vince Rundhaug presented a letter from our Youth Coordinator, Tate Manley, giving his proxy vote for tonight’s meeting to State Committeewoman Janessa Pogue. PC Kim Kivela-Kalmukos has asked ICRWC President Cherylyn Kerley to be her proxy. Proxy votes approved. 

Three additional agenda items: Patriot Academy Update, Proton Mail Account, and Cornel Rasor donation were approved to be added to the business agenda. 

PC Glenn Poxleitner moved to accept the minutes from the June 18, 2024 meeting. The motion was seconded and passed. 

Treasurer Patricia Menough reported the ICRCC bank balance was $29,161.07 as of the end of June. 

Standing Committee Reports 

Event Planning Committee Report 

Chair Patricia Menough reported the Grangeville Border Days Art-In-The-Park event went well. She asks for everyone to respond (available/not available) to her email requests for future volunteer sign-ups. 

Fundraising Report 

Chair PC Cory Koole was absent. PC Roy Farmer reported he has contacted Raul Labrador with a request for him to speak at the Lincoln Day Dinner. Anyone interested in helping with this event, please talk with Roy. 

Public Relations & Publicity Report 

Chair Mary Mangold reported she is working with the idahogop.org website to update the new ICRCC officer information. She has also been working on the ICRCC FaceBook page – Idaho County Republicans. 

Special Committee Reports 

Ranked-Choice Voting Presentation 

PC Roy Farmer and State Committeeman Jim Chmelik gave a presentation on Ranked-Choice Voting (RCV). Bill Gaffney, Secure Idaho Elections and Dan Crawford, Central Region Coordinator were on hand to answer questions. Jim Chmelik moved to submit documentation against RVC to the Secretary of State. The motion was seconded and passed. Secretary Susie Heckman to submit the ICRCC document by the July 20, 2024 deadline. 

Idaho County Republican Women’s Club 

Club Chair Cherylyn Kerley reported the ICRWC has received their official charter. The State meeting will be held September 13-14, 2024 in Caldwell, Idaho. The group meets the second Monday of each month at noon at the Trails Restaurant in Grangeville. Men may also join and attend as non-voting members. 

Unfinished Business 

ICRCC Financial Status 

Treasurer Patricia Menough has submitted the paperwork for the new ICRCC EIN#. Summer Events The Idaho County Fair will be held August 21-24, 2024. 

 Fair Booth: PC Doug Boggan moved to have a booth at the Idaho County Fair. The motion was seconded and passed. PC Megan Turner will order promotional “swag” to give out at the booth. 

 Fair Parade: State Committeewoman Janessa Pogue moved to have an ICRCC float in the Parade. The motion was seconded and passed. Janessa volunteered to chair the parade entry and PC Joe Slichter volunteered his pickup and trailer. 

 Event Planning Chair Patricia Menough will be sending out a volunteer sign-up sheet for the booth shifts and parade attendance. 

ICRWC President Voting Status 

The minutes of the April 16, 2024 reflect a motion made and passed to amend the by-laws to allow the current President of the ICRWC to be a member of the ICRCC. The correct procedure to amend the by-laws was not followed. PC Bruce Walker, who was present at the April 16, 2024 meeting, moved to rescind the motion. The motion was seconded and passed. 

PC Bruce Walker moved to amend the ICRCC by-laws allowing the current President of the Idaho County Republicans Women’s Club (ICRWC) to be a non-voting member of the Idaho County Republican Central Committee (ICRCC). The motion was seconded and passed. Following the procedure outlined in ICRCC by-laws (Section IX, Item 3), Secretary Susie Heckman will send written communication to the members of the ICRCC serving as the 30 days advance notice of the amendment to be voted on at the next meeting of the ICRCC to be held on August 20, 2024. 

New Business 

Volunteer Hours 

Chairman Vince Rundhaug asked the PC’s to think about keeping track of their volunteer hours. 

By-Law Updates 

PC Ron Buck moved to develop a By-Law Review Committee of 3 people at the August 2024 ICRCC meeting. The motion was seconded and passed. 

Patriot Academy Update 

State Committeewoman Janessa Pogue and Leadership Congress attendee Damarius Schwartz gave us an overview of the event. A statement from attendee Gabriel Pogue was also read. The delegates thanked the ICRCC for their financial donation supporting the program. 

Cornel Rasor Donation 

PC Patricia Menough moved to donate $300 to Cornel Rasor to help off-set the expenses of a recent arson fire. The motion was seconded. State Committee Jim Chmelik moved to amend the motion to a $500 donation. The motion was seconded. PC Jim Eckelsworth moved to amend the amended motion to a donation of $1,000. Motion died for lack of second. The amended motion to make a donation to Cornel Rasor for $500 passed. 

Announcements 

Chairman Vince Rundhaug has forwarded 2 GOP Newsletters to the Committee. 

The next meeting of the ICRCC will be held August 20, 2024 beginning at 6:00 p.m. at the Grangeville Super 8. 

PC Roy Farmer moved to adjourn the meeting. The motioned seconded and passed. The meeting was adjourned at 9:25 p.m.
